I've actually started thinking about these kinds of scenarios recently. What do you do when someone is constantly trying to provoke you with their behavior even though it is legal?
The problem here is that if you attack him or do anything illegal it is going to be you who's going to get punished. If the problem was on a individual basis, I'd just advise you to ignore/stay away from the person.

AFAIK you can order a murder and whatnot for $30k+ in the Dark Net. However, I'm hoping that you were joking when you mentioned this.

I am sure your girlfriend/wife will be able to manage. After all he is messing around with her, not with you. 
Move on. It is unlikely that whatever this person did is illegal so do nothing. If it is illegal call the local authorities and report. Stop wasting time on attempting to do something that is illegal (fb hacking, etc...)

You can break his nose or beat the shit out of him somehow. If you cannot do that and you can hack his fb you can prank him hard, also add the pizza thing with chinesse food mexican food and whatever food comes home, basically try ordering shits to his home...
