If you are interested in Latin America, then read about Paraguay.

Using this methodology, we estimate that there is anywhere from 100-125 MW of Bitcoin mining in Paraguay, which would translate to 1.45% of total network hashrate on the high end and 1.16% on the low-end, according to Hashrate Index’s Bitcoin Mining Energy Consumption Index.

I am looking to start back up a whole heap of miners I have placed on standby about 1500 in total.

Does anyone know of any reputable/large enough mining hosting facility to recommend and also the current kwh rate that they may be charging?

TIA

Hi  Wink

What models of miners do you want to use and where are they geographically located? Do you consider moving them to another region if it makes economic sense for you?

I think a good rate can be around 0.035 - 0.05 $

it depends on many factors though.

Well, you did not say where geographically you plan to place your Asic miners, so it is difficult to answer your question without having data on the electricity price market in your region, if there are data centers in the vicinity offering hosting for placement, then you can contact them and make all calculations.
