sir the fee i have mentioned is for regular and when i try customize fee it gives error
You may have set a fee rate lower than their current "Minimum RelayFee".
With this time's average mempool size, I wouldn't be surprised if their relay fee is set to 10 to 5 sat/B.

Try to set a lower than regular fee rate in "customize" that does not produce a red warning (below it) saying "low fee not recommended".
If the total fee is still too much, you may have a very large transaction size; if so, just wait for mempools to lower in size, monitor it using the tools linked in the previous posts.

And that error would be? Huh We're not mind readers Wink

Again... is your balance made up of lots of "tiny" amounts that you have received from faucets/mining/bounties/sig campaigns etc? Huh

With the fourth image below, I can see the transaction did not even still went through but was unsuccessful, and instruction was to try again or you should contact the blockchain.info support. Likely the transaction will be included in the mempool the next time you try, which means that you should try again. I will also advise you to use better wallet that will not give such error, wallet like electrum for both desktop and mobile, or mycelium for mobile.

The high fee is as a result of mempool congestion, in this case, you can use fee estimator to track when the mempool is not congested and take advantage of the time. Use the one below, easy to understand by beginners. Or you can try to lower the fee by using Regular fee instead of using Priority fee, or you can customize your fee using Customize Fee  in which you will input the fee you want to pay yourself in satoshi/vbyte. But, know that the lesser the fee paid, the less likely your transaction will be confirmed in time, but it will actually later be confirmed.

If your wallet is not suggesting fees similar to the ones suggested by these sites... you need a new wallet! or perhaps one that lets you set "custom" or "manual" fees Tongue

OP is using Regular fee option, but blockchain.com also provides custom fee. Of course, the transaction price depends not only on how much the sat/per byte OP will pay, but also on the number of inputs.

when i try to send there is 8 USD regular fee(mining)

Can you try to choose a custom fee and try to set it to a minimum of 1 satoshi just to see what amount you will get in $? However, I would not recommend that you do a transaction with such a small fee - but currently if you pay about 25 sat/byte you could expect the first confirmation in the next 4-6 blocks (approximately 1-2 hours).

i have 74 USD in my block chain
when i try to transfer it says 66$ available for transfer

Is your wallet balance made up of lots of smallish amounts of Bitcoin that you've collected from faucets/bounties/other micropayment jobs etc? Huh

If so, that would go some way to explaining the rather large-ish fee that the wallet is calculating... it will result in your transaction having a large data size (regardless of the amount of BTC being transacted)... and because fees are calculated as sats/byte (or BTC/kB)... a large data size = large fee Undecided

Additionally, the network has been quite busy the last few days. Consequently, there has been an increase in the number of transactions being made... which usually results in the mempool getting flooded and there being a large number of unconfirmed transactions. When that happens, people start paying higher and higher fees in an effort to get quicker confirmation...

And before you know it, 100+ sats/byte fees...

In addition, the blockchain.com wallet is terrible at fee estimation... it has been for a long time... it either grossly underestimates resulting in stuck transactions... or it grossly overestimates and users end up overpaying by a significant amount.

You will need to use another use another bitcoin wallet to adjust the transactions fees. specially when the transactions fee spikes. Because when fees are rising high you need estimator to track the network situation and use adjust transactions fee correctly. Whenever you are using a bitcoin wallet, one the most important things you need to check is the fee estimator. I've been using Electrum and never had any problem regarding transaction fees because you can customize the fee easily depending on network situation. You can use Electrum on both desktop and phone just make sure if you are not downloading the fake versions because you can lose all your funds.

Here is some topics to help you with desktop version:

Try to lower your send amount, maybe your wallet failed to automatically adjust the fees when there is a spike so it can't send your transaction. I suggest you wait if you can though, and send your tx on the weekend since it's usually cheaper.

Also, check out Electrum, it is generally considered as a better option if you want more control over your funds.
