To safe the transaction fee:

Step 1: Put your coins on a paper wallet directly after akquisition or during mining.
Step 2: Hand over the physical paper wallet to your trading partner.

But this does not work if your trading partner is far away our if your are using an unsecure paperwallet.

Paper wallets can be stored offline, Just make sure you have the password close by safe, Maybe in a picture frame?

Just being tight., I was wondering if there was a way of transferring btc without them taking commission ?

Depends what you want to do with them. You can transfer them from one computer / client to another by just swapping the wallet.dat files.

And yeah, you are being tight, you should include a fee to help the miners and community out.

If you are talking about tx fee, you can do it if your tx is a high-priority one.
