I had a wire from early July that still hadn't been processed as of a couple weeks ago. I finally gave up and cancelled it. I don't think they're processing any USD wires at all, aside from the 5% fee ones (which there is about a 1 month wait for as I understand it)

AFAIK, the regular USD bank wires aren't processed at all, or if they are, they progress so slowly that it's the same thing for all practical purposes. There are probably still unprocessed wires from June in the queue.
The emergency transfers with 5% extra fee take about 4 weeks from what I've heard.
Converting to yen and cashing out is possible if you have a Japanese bank account. Getting one is very hard if you don't reside in Japan.
