I think you are reading the stuff on blockchain.info.
If I am not mistaken, you are seeing the "block relayed by" thing.
As far as I know, they are blocks found by people solo mining, or a pool that blockchain.info doesn't know about.

It seems there are several IP's hitting hard for a day or two at a time and then dropping off the face of the earth. Is this just hardware testing, and many at once? What company is out of Germany?
