We observe hundreds of various blockchain networks on the market. Some of them are permissionless and some of them are not permissionless. On top of that there are various layer two protocols which are often not permissionless.

Why the property of being permissionless is important for blockchain networks? For what blockchain use-cases this property is mandatory? When this property can be waived?
