Cant seem to open the link but by reading the link it seems that he was the one who made the statement that ICO's are scam. Well most ICO now are scam anyway. It might be true in some point but cannot generalize it. Anyway, these people who are trying to manipulate the market somehow wanted to buy bitcoin at the lowest price possible, now there is no way they can make the market dip unless spreading false news that will scare most of the investor.
