Thinking about it, it might of actually been Cryptsy or Mintpal since both of them had shady practices.

When will we get another coin like CLAMs where BTC, LTC + DOGE dust rewards you ?

E.G: BTC, LTC + DOGE addresses that have above a minimum amount of dust are eligible to redeem a reward after the blockchain snapshots and release of the coin takes place.
