I could have sworn I had seen mods listed on each sub forum but not seeing it now. 

You will only see it on the boards that have specific moderators, like Newbies, Mining, Local, etc.
All others are moderated by the Global Moderators. Those ones you can find them using the member search.
Search by position, keyword "Moderator".

Above each board you have links to the profiles of the moderators of the board.
you can also do a member search by position.

What is the best way to contact a moderator regarding a possible instance of attempted (and failed) fraud?
I know the names of a few moderators on an adhoc basis but not sure if there is a better way other than just PMing random mods.

This relates to currency exchange if it matters.
