That's not the only issue you are going to face here, even if you successfully exchange the BTC to ETH you will be displeased by ETH withdrawal fee on exchanges, I know that gas fee is a bit better than last week's but exchanges rate are still very high

Go to Currency exchange where you may find people who are accepting ETH and selling ETH for BTC.

But you are not going to find any options to be honest because the transaction fee of ETH is $30 - $50 so no one is going to send ETH for your little amount of BTC.

You can use Binance, but its almost impossible to withdraw the amount due to the same high fee on BTC and ETH.

That amount might be a little off from the minimum of those swaps that I've used. Just as the concern of others, you might be able to successfully trade that into ETH.

But if you're about to send that again, you'll have to pay for a higher fee due to the situation of Ethereum's network even if its gwei's had became lower.

I think it could be much better ask directly here (always with escrow).

Please note also that https://mempool.space/ sending bitcoin will cost around ~38 sat/vB or 3 USD (medium-slow).
But if you are using more input it can cost even more, or get stuck, because the number of inputs [and outputs] affect transaction size (bytes).
Made a transaction with ETH will cost around 119 gwei or 8 USD.

Roughly this type of tx will require around 11 USD close to 50% of the whole amount (note In this case we are not counting for a commission.... )

When you are using FTX and you will able to withdraw your coins with discount in the transaction fees. i have been using this since last year and i can get up to 50% discound of tx fees with withdrawing my money from ftx. This exchange site is reliable, secure and it will not ask you KYC to get at least 1k USD limit.
There's no also minimum amount.

Where do you live?
You can use Binance. You don't need to fulfil KYC for a certain amount.
And it is enough as minimum trading of ETH/BTC

However, one to remember, does that 25USD is the amount after reduced by the fee of withdrawing your BTC from your initial wallet to exchange? because, you also need the fee and AFAIK, the fee of transferring BTC right now is very high. It is better also to consider about this.

I think even you can find any exchange right now out there that you can buy ETH without KYC the $25 is not enough to withdraw or transfer your ETH to another wallet. The transaction fee for ETH right now is high and I'm sure exchange like Binance as the sample they ask of 0.005 ETH withdrawal fee which is around $16 in USD.

So not worth it if you are going to buy ETH on exchanges.

P2P is the best option like the above said there is someone here on the forum that I think you can buy ETH with bitcoin check this section below.

A list Instant exchanges might what you are looking for, that thread was created by staff member OmegaStarScream.  Most of the instant exchanges didn't have a KYC verification upon using them but do check first how much the fee and might your $25 can't recover the fee.  And also, reading FAQ and TOS are very important to avoid error circumstances ahead.

DEXs are good exchanges for those traders who avoided KYC/AML implementation, but the liquidity of such exchnage is very low, it might take how many hours or days your trading order.

It might be difficult to trade BTC to ETH on Decentralized exchange but for CEX alone,almost all CEX will demand KYC, Some exchanges with minimal KYC  will limit withdrawal of certain worth of bitcoin for day. Am watching out on rbtc (Coin built on BTC) closely, maybe it can produce exchange that can connect to browser wallet to make swap soon. The development should give an idea of where DEX is going with cross-chain soon

Peer to peer (P2P) is probably your best bet as KYC (Know Your Customer) is going to be mandatory for any regulated exchange. You can check the currency exchange section here, and potentially the Altcoin section.

With P2P it doesn't usually require any identifying documents. However, you should probably check the laws, and regulations within your country before proceeding with a trade.
