Would be best to talk to whoever has them on their trust list.

If you want it posted, but want to stay anonymous, ask someone else to post it for you, or make another account.

Based on the other accusations that I have seen of people "abusing" the trust system, I would say there is a very good chance that the trust system is not actually being abused as the OP alleges. 

I have also seen people claim that other are being "extorted" and "blackmailed" under the threat of negative trust when this was really not true as they did not understand the meaning of either.

This is something that should be made public if it is legit so the people who are making such "threats" can be called out if appropriate.

Don't assume things, I haven't even made my statement yet.

Where may I report a user who I feel may be abusing the trust system by false reports/extortion? I have clear evidence this is happening to someone on the forums and feel I should intervene to maintain the reliability of the system.

The trust system is unmoderated; if the user isn't violating one of the forum rules, it's unlikely anything will happen. However, you can certainly call them out on it here if you think it's an issue, and see if anything comes of it.
