Can you get BCH locally?
You can convert BTC to bittrex, binance, cex, etc to buy BCH
I don't know why, but Coinbase doesn't allow me to buy BCC... Is it just me or it's not allowed yet?
If you have bitcoins send it to exchange like coinbase, okex or cryptopia. You can get BCC over there and you can exchange your bitcoins for it.

Where are you located? If based in the US, Coinbase or Gemini would be your best bet for a beginner to acquire bitcoin cash. There is a decent wait time to verify your identity, but it is a pretty smooth process.
You can buy bitcoin first and buy bitcoin cash on trading platforms such as bittrex, poloniex, yobit .. many trading platforms allow you to buy bitcoincash.
Try getting it from someone through watsapp or telegram groups. Please do not forget to use escrow.

Yes, I agree, there are many exchanges, but not all this happens instantly. Recently, I was most impressed by gemini.com. But each has its own option, and it takes time to decide which one to work with.

try kraken and HitBTC, Kraken seems to have a lower transaction fee.
You can purchase BitcoinCash on Coinbase[1] or Gemini[2]. or if you would like to exchange your BTC for it, then send it over to an exchange like Bittrex[3] and Binance[4]. Unfortunately, the fees are high right now like you said. So if you're trading your BTC for BCH, then unfortunately you really have to pay the fee to send your funds to an exchange.
