Try localbitcoins, cex.io or coinbase. I've tested the first two but their fees are pretty much higer. If you're a long term hodler then you shouldn't have to care about it. Because after few months or few years the rate wouldn't be same as it today.

You can try to go the shapeshift, that gives you the more list of altcoin to buy in this time.

But it's clear for you to read the market and where you can buy the ethereum and other altcoin with cheap price. $310 is the latest rate of ethereum.
you can buy the bitcoin and then try to go to the altcoin with move your bitcoin into the exchange site.
It seems to be a good choice for you at the moment.

If you want to use a creditcard in order to buy altcoins, then why dont you use cex.io? you can buy bitcoins in there for a low-tax, and then you can convert those bitcoins to altcoins in an exchange, it is a good movement, you only have to know how to move those funds and you would be okay, it is not difficult to realize.
But be careful, without an ID you are not going to be able to purchase those bitcoins because of money laundering polices, so be careful with that, it is not because of you.

but that usuallz takes longer right?

how safe is using coinbase on a normal browser. And using creditcards? is it just the wallet that needs to be offline or also these things?

Maybe not the cheapest but by far the safest, coinbase. You can get reduced fees with IBAN payments using GDAX which they also own. Check how much your bank charges first though for IBAN payments as sometimes it's cheaper to pay by card.
