u can advertise in facebook groups for free in selected facebook groups u can place free advertising but u should recheck u may get banned for a day

You need some high quality twitter users to promote your ico like @aantonop but I'm not sure if he makes this kind advertisement or not.
Other than trusted bitcoin related twitter accounts are generally spam accounts (follow for follow back etc.)

Well ofcourse Facebook and Twitter are the places where you can place you advertisement perfectly because honestly that's where I've discover new things on crypto world too when I see those advertisement on those social media I've supporting it immediately.

Always ask yourself who is your target group.

As most of this community is using this forum you can do good job with signature bounty campaigns.

But don't forget GDN, you can target well, create pool and then retarget your audience.

And the most important, you pay per click not per impression.

In this forum also you can put banner advertising. Like i know i saw some success ico which start to put banner in this forum.
The banner will show up in thread you want depending your request.

Here in forum buy an ad slot and you'll get visible to all forum members for several days. And for websites, have you tried google ads?

It would help if you could share your budget. "Spending not that much" means completely different things depending on the size of your project and the amount you want to invest into marketing. Also, you need to figure out who you are targeting... that's the best way to decide where to go.
