What kind of documents they asked? Have you told them your nationality base?

You first need to write a detailed report on the amount of money that was deducted from you and then inform the local authorities.
The local authorities will address the parties you paid to get their bank account and then you can track the country that issued the licenses and stop them from such behavior.

The problem is that they admit that there are sums that have been deducted and therefore they will have a legal argument if they return that money before the court opens their application, so you will most likely lose more because of the start of the court proceedings and the court will not consider cases related to other people.


The best thing to do now is to advise others to stop using this service.

Hmmm... you can try to encourage fellow victims to report as well. The more people join, the more likely to be taken seriously but I would probably still keep my expectations low.

Just report it to the local authority where the parent company operates. You can find their address based on their "about" page.

Papaya was founded in January 2012 and is a fully set up Electronic Money Institution (EMI), headquartered in Malta. Papaya is regulated by the Malta Financial Services Authority (MFSA), the single regulator for financial services in Malta – a growing international financial hub.

The MFSA is the authority that will take action against them. But I'm not sure you won't need a fee to process it, just reconsider that all you want to claim is 50EUR.
I prefer OSS opinion above, leave bad reviews wherever they promote.

With 39% of the reviews being bad, there must be something going on. I can't tell you where to report this to shut down their services, but if your goal is to prevent them from stealing other people, then you should probably start by leaving a bad review on TrustPilot, Play Store, and also make a proper scam accusation (by providing screenshots and everything) in this board. This obviously won't guarantee that they won't be doing this for others, but it could help push potential clients away.

Hello,
First of all if someone still use Blackcatcard I am recomending to leave these company asap.
They are stealing small amounts of money from users balances. For example: if you add xxx EUR to you balance and make multiple purchases with you card there is a big possibility that remaining balance shown on their App will be lower than it should be.
In my case: I have topped up my balance with 300EUR+, made about 10-15 purchases, and then noticed that balance is lower than it should be. I have counted all expenses, and the difference was 50 Euros ! I have contacted their "support", they agreed that these money is gone somewhere and this is technical issue, asked me to check balance tomorrow and everything will be fixed. Unfortunately, balance never appeared, I was contacting them everyday, and always got same copy/pasted answer: "there is technical issues, which causes real balance is not showing correctly on the App, please check tomorrow" , after 2 weeks, money still not appeared..
I believe this is well organized scam from their side, if you add large amounts to your card and you make hundreds purchases with your card, you basically did not notice that +-50 euros from your balance is dissapeared. I have searched about this company and found plenty of scam reports with indetical or similar situation like mine.

I want to ask the community - what can I do with this shady company? I don't really worry for stolen 50 euros, but you can imagine how many money they are stealing every day. They should be closed!

Blackcatcard is registered in Malta ( papaya ltd ) . Someone suggested me to fill complain on cssf.lu . I am going to do this, but maybe there is more institutions where can I report this scam?
