They prohibited any kind of activity related to cryptocurrency, so your account has some chance to get ban or limited by them. So, If you want to receive Payoneer from the seller just make sure the fund is not from any related to cryptocurrency mean a fresh fund.
To be honest, Is kinda sucks when they limited cryptocurrency activity.

You can looking for an exchanger support to convert your ethereum balance to be ethereum, I see not any exchange have this support but you can buy at some one have trusted and give them ethereum then they will sent you payoneer balance, I am sorry long time I am not use payoneer and I am not publisher again so never have payoneer fund in my wallet.
