I am interested in lending out btc for the sole purpose of earning a nice return over a SHORT period of time. How can this be done, and please explain in layman terms. If possible, list some legit sites...I hope to hear from you fairly soon.

There are 2 ways to lend Bitcoin.
1. Lend on forums like Bitcointalk directly to individuals. The return is bigger, also the risk. You need collateral, you need escrow, you need some knowledge.
2. Lend on websites, which will do the job for you, but the income is smaller. The one I've trusted for this was Poloniex (yes, a few exchanges do have lending), but I withdrew my funds from them about 7 months ago. There's a risk there too, but way smaller.

Don't lend out coins over the forum or with sites like BTCJam, you will never see those coins again.

Basically there are 2 ways

1) Bitfinex... if you got USD fiat or BTC you can transfer to your Funding wallet and lend it out there. The rates for BTC are horrible however. They are currently like 0.01% daily.

2) Bitmex ... Here you can earn whenever you are holding a trade during the funding times which happens 3 times in a day. Basically whenever the funding rate is > 0.01% it means that if you are short you get paid 0.01% for your entire position. If the rate is < 0.01% it means if you are long you will get paid 0.01% for your entire position.

Here you can even use leverage up to 100% to get the funding. Just hedge your position with the futures and you get the collect the funding whenever there is a huge funding rate during extreme bull or bear markets.

In addition to what other users posted, don't expect it to be that simple:
-You can lend someone (while asking for a 120% or more collateral) and successfully get more bitcoin in return (after they successfully paid back) and yet, lose more than you gain (due to volatile nature of bitcoin and other cryptos - unless you tie it to $ and I'm pretty sure most will not accept it).

There`s no way to "safely" lend out bitcoin. All the bitcoin lending platforms like BTCjam are a complete failure.
You can open a lending thread in the "Lending" sub-forum here, but you will have to offer only really small loans and you have to require a good collateral, that is valuable for the guy,who wants a btc loan(usually some wallet full with altcoins).

Whoever needs to borrow money, have to verify his identity and link his accounts from few sites as PayPal, Twitter, etc. but sadly, these measures doesn't work.

Why? because accounts can be bought and so is his identity check, he could submit fake documents If he's going to borrow big amounts and of course, the amount will never be given back, the site in this case can't do nothing (maybe except giving you his info) but again, that won't help since they are fake and even If they were not, you're not from the same country so you can't do much.

In other words, stay away from these lending sites because they don't protect you. If you want to lend safely, use the lending section on the forums. You won't need to ask people for their private info. Instead, ask them for a collateral (a valid one), If they fail to repay, sell the collateral.
