Using Debit Card from Pakistan really very hard.My recommended also spectrocoin.they have really nice features you can try their service.Also they have reasonable fees for this service.search on google you can find more Debit Card service.thanks

I think cryptopay also accept pakistan and india. I have got card from them in here Nepal so you can check them for supported counties list.

I consider E-coin.io (Wirexapp) as one of the best Bitcoin debit cards out there , I'm not sure If they are accepting Pakistan for the moment but they mentioned something about it in March 2016 : https://bitcointalksearch.org/topic/m.14143845 so If It's not available yet , It should come soon. In the meantime , you could use their virtual card which is pretty awesome and could be linked to PayPal and other services.

Yes, due to reserve bank of India's aggressive rules debit card services in India are highly regulated. (Similarly Paypal in India has some peculiar rules). Surprisingly, India is not included in the allowed country list of coinbank's No-name Limited cards.
I guess virtual cards are good option for both of countries.
