I don't think you will find a fee-free card anytime soon. Especially for HKD the only one that I know provides it is ANXBTC - but they have (high) fees. https://anxbtc.com/pages/card-compare
I think, there are other options like Bit-X, Coinkite etc. Bit-X has high fee and Coinkite fees are not clear.
I wonder whether CoinBase VISA debit card can be used to withdraw funds from Hong Kong ATM, though it is issued for US only.

In your given link, it is stated that there are four type of cards supporting three type of currencies, namely USD/GBP/EUR. So, does it mean, it would not allow HKD to be withdrawn from Hong Kong ATM ?
Does inactive fee 9.95 USD mean, I would be charged ~10 USD per month (i.e. ~660 INR per month) for nothing ?
Is there any plan to support INR in near future ?
Will the delivery & activation be free in near future under some offer, say BitcoinBlackFriday, CyberMonday, X-mas etc. ?

1. I need the card in India.
2. I do not want to pay anything weekly/monthly/yearly just for holding the card, like I dont have to pay anything for my INR debit card unless I use it.
