Mate, you should not using mainnet blockchain if you want to develop and test your application.
Try testnet blockchain, you can find Ropsten network if you want to use ETH blockchain, it is a testnet blockchain.
Or if you want to use a cheaper mainnet blockchain than ETH, try use Binance smart chain.

The second layer solution should become the best choice for you and that must be BSC chain and Matic. The fees were so cheap and the creation of tokens didn't need a lot of fees like ethereum.
It's fully scalable enough to handle bunch of transaction at the same time. As the new developers and both may become the best choices for you

the solution is already there, it's just you who choose which one do you think is easier and is considered appropriate in developing your plan so that you can be successful in the future, if in my opinion as described above it is correct and clear the details just live it

Binance smart chain is the cheaper for token transactions at the moment so you can pick it for your project but don't forget that BSC is centralized while ETH is decentralized.Anyway why you need funds to create a project? If you are a blockchain developer you can do it for free and you need ETH only when you transact the funds to another address.

Ethereum has many test nets and if you want to work with ether, then this is your choice as for me.
When your project will be something of itself, you can get money for development, this will no longer be such a big problem.
Testnet will not be so useful for him. The main problem that already told by him the ethereum network fees is too high to issue the new token. The price of ethereum keeps growing to the moon and this is also increasing the gas fees to be used to issue the new token.

In my opinion it’s NEAR. NEAR uses the same language as ETH which is super beneficial for a novice. This allows them to gain knowledge and learn their craft while getting extremely cheap rates. For me ETH is to expensive for a novice, so working on NEAR first then moving on (if you aren’t hooked on NEAR which most developers end up not leaving) if that’s what your goal is will be extremely beneficial for you as you can make cheaper mistakes on NEAR and have less consequences then seamlessly move to other projects like ETH for example. NEAR is also very developer friendly and offers a lot for developers!!

Hey mate there are plenty of choices. Also there are some free grants offered to some developer if they want to build one. Try to look for that kind of offer and build your project. Ive saw some that therr is cheaper 3rd party services for creating own token but not sure if this is legit but its much better to try on your own since this will served too as a practice on your developing skills.

I dont know what is the best one for now but eth is the foundation of token maybe try to start there or bsc network.

There are some reasons before you wanna try to pick which was the best blockchain for you.

These days there are lots of blockchain was offering very cheap to the its adopters.

You must also try to consider the ecosystem. Ethereum is not cheap when you are willing to issue your token. You must try to search for an alternative chain that has the same popularity as ethereum. Binance smartchain is having the same statistic with ethereum in term of adoption. When you wanna try to create a token and it might take a few dollars only.

There are lots of blockchain for a platform to create your own project there are some that you could only need a little money and programming skills. But building community behind it will need a huge dedication to earn the trust. Only Satoshi did it while not around because it made it more decentralized. Eth afaik is the easiest platform to create tokens. There's also Tron, BSC, DOT, EOS and more.

well i think you could learn a lot in baseline protocol. Baseline protocol is a group who trying to leverage ETH blockchain for enterprise, they doing a lot work that you can join and contribute. I think its free and you could just jump in into their slack. You also could learn from annual meeting about technical thing on youtube every wednesday.

Did you try Ethereum Classic instead? Fees are much cheaper as on Ethereum and the tech is the same. You can develop your ideas their and later, if you have more money, you can easily transfer it.
There are other cheap blockchain you can implement your ideas with, however, they is mostly less documentation available which make it a bigger challenger. I can recommend Waves Platform for example (documentation there is okay).
