If you cannot use an open installation of video cards, then buy a case like this.

Buy riser cables, they work in any PC PCIe slots, x16,x8 or x4 it doesn't matter and won't stop the gpus from getting full hashrate when mining

Well you could mount the cards with risers in a large PC case in a creative way if it has to be stealthy. There are very wide mining motherboards with 8 PCI-E slots where you can directly mount 8 GPUs, but they are weird, kinda expensive (compared to old used hardware) and can be problematic in Windows.
As for risers, just make sure to not buy the ones powered with SATA as they are prone to fire and other fails. Molex-4-Pin should be fine if your PSU can handle the load, otherwise go for risers with a PCI-E power connector and power them with a server PSU + breakout board. Performance and stability should be fine if they are built correctly. Buy from reputable mining shops instead of eBay or Amazon if you are unsure, slightly more expensive but they won't sell you shit.

Either 8x or 1x slots they will work with risers, I'm using a old dell desktop for mining and it has only single x16 PCIe slot and 4 1x slots so I run 5 GPUs on this motherboard for mining and it works, just grab some risers and you are good to go.

If you only need 4 slots you don't need a mining board, any motherboard with 4 PCIe slots will do.

Nope, the PCI-E bus speed doesn't affect hashrate for most if not all cryptocoins. That's why many people use x1->x16 risers and still get the full hashrate. As long as the CPU isn't super old, it won't make a difference either, an ancient Core2Duo will be fine. Grin

One 16x slot is great for testing a GPU in the slot.
But when you build the rig, you will use risers so 1x slots are OK (PCIE ou MOLEX powered risers ... avoid SATA connectors)

You can probably find a cheap used motherboard like a H81 PRO BTC or H110 PRO BTC or H110-D3A. I used both and they are doing great
