I believe you may post your requirement in Currency exchange section of this forum along with mentioning about your fiat based transaction. For fiat transaction, it would be better to find a local seller so that you may meet in person and get bitcoin with at least 3 confirmation and then hand over them the fiat. So, you need to mention all these and if there are any seller available in your local area from this forum then I guess you may finish off with negotiated prices which may be a possible lower for your fiat transaction.

Every exchange have different value so it may have different advantage and disadvantage for certain value
Nobody can say who's the best but the most important things is whenever the exchange is legit or not.

What if exchange X offering best rate but it's end into scam ?

When it comes to "rate" of bitcoin I think it always changes. You can find some shady websites with a lot of changes in the price making it go above 4k right now but it would be really dangerous to use them. For the good trusted ones like binance, bitfinex and so forth you can definitely use any of them since even if one is better than the other at one moment you can be sure that it will change soon.

However, if you want to just go with one and use it forever I would suggest Binance, it is by far the best exchange out there and gives a lot more control to the users than many other websites. It lists coins according to what people want, it delists them according to volume, it gives you affiliate income for people you invite making you a bit of  a partner. Basically binance is by far the best choice for a newbie.

This depends on your needs, if you want to sell then localbitcoins.com can be the most appropriate choice because I often sell bitcoin with a better rate than exchanges, but if we want to buy, the choice of exchanges such as coinbase or binance is the right choice.

Coins.ph for me is best to use but it is asia wallet profitable  only and I think it asian people will only use this. You can try to use coinbase and blockchain you can compared the rate of each different wallet and you can see the best rate to exchangd your bitcoin or if you want to buy. Depends to your country if that is eligible to sell and buy bitcoin make sure that you see first if that is supported to your place.

Localbitcoin is a peer to peer bitcoin exchange, you can advertise your interest to buy Bitcoin with fiat and the seller will contact you.  Personally, I find it good but there are some scammers around, so be careful with the trade.

It depends on where you come from, and if you want to buy bitcoin directly, you can go to localbitcoin and buy in that place. I think the exchange was not a too big difference of the rate for bitcoin price. I will choose binance, bittrex to buy bitcoin and I think that site still have a good place to buy. But it is back to your purpose on buying bitcoin, and if you want to do trade bitcoin pair fiat, then that site I mention is good for a start.

I am not an expert in this field but if you want to get the best rates I suggest choosing high-volume crypto exchanges so you can get the best Bitcoin / Fiat rates, I only know 2 exchanges with high volume.
1- Okex
2- Binance

They change constantly, websites don't really sell bitcoin to you, not generally, there are some of them but they are rare and not liked by many people. Generally speaking exchanges are places where you exchange your coins with others not with the website directly. Hence that creates a situation where sometimes one website is cheaper, sometimes the other website is cheaper.

That is why there is no website that is constantly under pricing any other website because they can't really change the prices themselves. If you asked the exchange owners they would prefer to be the cheapest exchange out there since that would bring in more volume and trade fee's for them but if you are too low for a while, people who do arbitrage will close that gap rather quickly and you will be back on track.

looking at your posting history I saw that you are from Malaysia, unfortunately you will not be able to use coinbase that would be the best option

your best option would be to use binance and for withdrawal for your bank you would use paypal, wester union and other options. always observing that you should look for reliable people in case you want to withdraw your bitcoin to your country.

this guy @alex2012 is someone I made several exchange from bitcoin to paypal and always went well.

Another option is to deal with someone near you where you can sell your bitcoin at a higher rate.

Beware on unknown exchanges who offering with higher rates because most of them are scam.

You need for a long-term purchase, or for day trading. You can buy on Bitfinex, and there to trade it. And you can go to coinmarketcap and look for the course, and the stock exchange. But the choice is huge. Where rate is significantly less, but there registration is quite complex. On Coinbase is usually $ 200 cheaper compared to Bitfinex.

You go to the site and look. I had nothing to do with Coinbase. By the way , do you want to have bitcoin and trade, or buy for Fiat? If you buy for Fiat, Localbitcoins will be the best option.

I think it's Binance. An accident a month ago said that. BTC and USDT have had a volatility. a bad news from USDT and it has made many investors sell off to buy BTC at high prices.

Bitfinex had issues with the fiat withdrawals, so if you want to sell Bitcoin, you better check more deeply.

I think that there is no real difference and I'll tell you why: there are many people (and even more bots) that make a living from arbitrage. The arbitrage is to buy/sell in one exchange and sell/buy at another until the price becomes the same. So if there's a price difference between two exchanges that's because something is fishy and the arbitrage bots cannot "equalize" that.

Also pay attention at the currency, because some exchanges work with USD and others with USDT (or other "stable coins") and USDT value may not be 1$ (some months ago was well under 1$, now it had recovered).

Edit: also check the fees, papers needed...
