Dunno about Coinex, since I have never used it personally. Exchange withdrawal fees are usually pretty high and those rates that you listed are pretty low in comparison, but there is still no point to storing BTC with them. Just use a desktop wallet instead, you may even get better transaction fees that way.

For me, shapeshift is probably the best option when it comes to exchanging low amounts. They lowered the BTC withdrawal fees drastically to 0.00015 BTC, which is more than sufficient considering that Binance charges 0.0005. Bit-Z is also an exchange that seems to have pretty good rates, but again, don't use it as a wallet, it's not safe.

You got to take into account the trustworthiness of the individual exchange, however. No good having even 0 withdrawal fees if your funds are going to be stuck forever.

Generally, these are pretty good fees for BTC withdrawals.

0.0001 BTC is definitely under the average that is currently in most exchanges, in my opinion. Binance charges 0.0005 BTC per withdrawal (https://www.binance.com/fees.html) and that is pretty much what most exchanges are doing right now with their BTC fee structure. The only other exchanges that I am aware of that offers lower BTC withdrawal fees are Bit-z, and Localbitcoins (it only charges around 0.00005 BTC per withdrawal, however, there is around a 0.00015 BTC deposit fee).

However, you shouldn't only take withdrawal fee as the only characteristic you judge an exchange by. Of course, if you are only trading small amounts and you need to move funds across exchanges often, then it'll be a factor. But i believe that the support and general trustworthiness of an exchange is far more important.

Guys last couple of month I used coinex.com
because I think this exchange best exchange for low withdraw fee.
here BCH withdraw fee   0
         BTC withdraw fee   0.0001
         ETH withdraw fee   0.01
         LTC withdraw fee    0.001
if you have little btc or other coin you can use coinex.com only for withdraw
NB: it's my personal experience and opinion
