I think trading fastest on exchanges depends on the network engagement of the coin you are dealing with, For instance BTC transactions takes a very long time when sending or receiving. But I think Binance is the fastest exchange I have ever encountered.
currently binance is best and poloniex also good but bittrex and binance and others exchange like kucoin,bitforex are tehnically good to processs trades fast.
i prefer binance bcz its number 1.

Currently use poloniex but seems everytime i make a trade it takes forever and by the time it gets processed the price has already moved the other direction and im stuck waiting for it to move again

Firstly this is the wrong section to make this post.
Secondly you can browse the internet for options on exchanges
Thirdly there is nothing like good exchanges even the so called good exchanges has at a time dissapointed a lot of people
Fourthly do a research on how to trade cautiously and I don't think you will post this here again
