Well, it depends on the coin that you wanted to mine and budget per card.

If price is not an issue to you, then you can go for nvidia 1080ti or amd vega 64. Choose amd for ETH, or nvidia for ZCash.

Between GTX1070 and rx470 I would choose GTX1070. Higher price at the same power consumption, but more flexible in mining algo selection

Nice idea. But preferred GPU depends on you budget. 100 GPUs like GTX1050Ti or 100 GPUs like GTX1080To or AMD Vega is very different
