beside being an old "record", it doesn't mean that everyday the peak is at this time
It should also be noted that this may not be a particularly accurate number due to Bots/Crawlers also being included into this. For a forum of this size, I would expect that at least 1 or 2 thousand of these users would be non-human.
This is probably inaccurate given that the number of people online stopped being recorded past that point.
I'm guessing in April of 2014 is when there were the most online, given the sheer number of views. (Probably the 6th)
Also, @OP do you mean the hour at which people are most frequently online?
