It depends on whiat are you going to mine. For bitcoin mining it's better to use latest antminer s9. For altcoins, to my mind ati gpus are best but also you can to use baikal miner, for example for dash coin. Also there are some coins with hdd mining.
Baikal makes decent miners but they also have a one year plus ROI on most of their miners. Fine if you want to mine some X11 and Quark for cheap but don't expect quick roi. Pinidea is better for X11 in most cases and I'd suggest buying from them if you really need X11 ASICs.

 Baikal miners are a lot more efficient, and their recent price drop makes them have a much better ROI - and they're still in production, which may NOT be the case for Pinidea.

I was thinking about it, but it seems that this becomes an increasingly difficult business. The last difficult jump was almost 17%.

With regard do mining equipment, the most efficient is probably the T9 Bitcoin Miner, from Bitmain. Recently I also heard of a miner called Avalon A7, from POW88, but I don't have much information about this equipment. Please leave your feedback if you know this.

 The Antminer T9 is about the 3'd most efficient at best - the S9 and R4 also from Bitmain are both noticeably more efficient.
 The T9 is closer on efficienty to the Avalon 721/741 - the "Avalon A7" doesn't actually exist, and the Avalon series is by Caanan Creative, not "POW88" whoever they are.


 Availability on ANY of th 14/16nm  generation miners is spotty, as the only 2 fabs in the world capable of making those chips are VERY heavy loaded by major manufacturers makeing chips that are used in much larger numbers, like many recent Smartphones use or the GPUs in the current NVidia 10xx series and AMD RX series, recent Intel CPUs (and the new AMD Ryzen related line), etc.

 I suspect that both TSMC and GlobalFounderies are working to get at least one more fab on line (each) online to handle the demand, but have not heard anything indicating a timeline on when *IF* so.

You have to be specific as to what you want to mine so let me answer you generally, for bitcoins I guess you already know the S9 miner is a household name and with Altcoins you should look out for AMD or XFX or ASUS GPU's for efficiency and profitability. Of course you should make allocation for gigabytes motherboards and power supply units  with riser cards to complete the setup.

If you do not even know what the best mining devices on the market are, you should seriously reconsider starting a mining business... lol

Even if what you say is true, people here will have a hard time to believe your story. That account is practically dead. If you are serious about starting a mining business, i suggest you a fresh start.
