Since it's a multi wallet I'd rather choose the best for me and that would be the Ledger wallet, they have the Ledger live version[1] for windows users. But of course, you are required to own its hardware wallet.

Paper wallets are the real wallets i can consider calling a real offline wallet and they are created to lock coins away for years without worrying of hacks, to send coins from paper wallets you will have to import your private keys in a mobile wallet or windows wallet which means you will connect to the internet to send them out to other addresses

Every wallets will still need internet connection to be able to transfer your coins but there is a difference. An online wallet that can be opened through website and login with email/password is also online wallet, i hope you aren't referring to this? stay away from wallets that have no private keys for users

You should get coinomi windows wallet, it support over 100 coins and you can swap inside the wallet without moving your coins to exchange, still this is not offline cos internet is still needed

All altcoin transfers quickly require that no connection is offline, you want to transfer quickly with an offline windows wallet I think that's not there, bro.
If you want to choose a wallet that is faster then there are lots of recommendations here, Coinomi, TrustWallet, etc. but all of that requires internet, nothing is offline.

I assume if you are looking for an altcoin with fast transaction. How fast the transaction that can be done by altcoin depends on the blockchain and the wallet doesn't give any impact to the how fast the transaction that happened with altcoin.

This time the fastest altcoin just like NANO and IOTA (DAG system) and Stellar, XRP (blockchain system)
Some people above me have mentioned the correct wallet for you to use which altcoin that you prefer to use it but just try to add something useful for you if how fast the altcoin transfer depends on the blockchain.
The wallet just a place to store your altcoin and no more. EXODUS is also a good choice too.

There's no so called offline wallet, any wallet requires internet connection to transfer funds to another address.

Anyway, if you're going to use a multiwallet, coinomi which was mentioned above is really helpful.

There are many multi-coin wallets or altcoins wallets out there I know some of the wallets you can use for multi-coins or many supported altcoins.

Check this list of wallets.
> Coinomi wallet - they recently released the Desktop version and I'm using their mobile version for a long time without a problem.
> Zelcore wallet - they have limited supported altcoin but almost all major altcoin is there

These two wallets that I know you can use for multi coins but you don't be able to transfer or send offline. However, if you want to send bitcoin to someone offline much better fill the wallet first the amount that you would like to send to someone then give the private key to him offline.
