How come you didn't include localbitcoins and binance? Do they require ID?

LocalBitcoins do require identification, while you won't need identification with Binance if you're only planning on trading cryptocurrencies(but with a maximum of 1-2 BTC trades per day if I remember correctly).

Oh my bad. I understood from your reply that the rates are dependent on who's selling so there is no one place that's got the best rates, and that the fees is what I should be comparing. So I asked which place has the best (lowest) fees. Or are the fees also going to flactuate?

Fees are mostly fixed(though they could change it whenever they see fit). And yea, there are simply so much exchanges to list, that you're best bet is to probably check out the fees of whatever exchanges you have in your country, and just pick the one with the lowest. Of course, take exchange reputation into account as well. I wouldn't pick an exchange that seems scammy even if it has super low fees.

Definitely take your time into doing research, especially if you're going to submit personal identification.

Always remember that the buy/sell prices on spot exchanges are dependent on the buy/sell offers that traders leave onto the exchange. So mostly, there's really no "best deal" because prices between exchange are going to be fluctuating.

You might want to compare fees instead of the prices specifically instead.

Exchanging BTC to fiat...who offers the the closest to mid-market rate and the lowest fees (if any)?
Binance p2p this is the most useful conversion to fiat with a decent rate. The verdict is only if they supported your fiat money. But they had a lot of supported currency already and directed to your bank.

I'm always using p2p and so far no regret on the fees and rates I've been exchanging it.
