For me the best vpn service is the ones that can be runned through openvpn because its compact and space saver and you can choose from many openvpn configs
TOR is also VPN/Proxy free service, which everyone can use for free, available for Windows and Linux. The only difference, you can not choose country server. 
DON'T CALL TOR A VPN!!!VPN is a virtual private network, and Tor is a network, but that isn't private, all information you share with Hidden Services are not private, unless you use HSAuthorize, it is accessible from all clients without authorization, Tor hidden services are not DIRECTLY mappable from a .onion to a IP, it'd be correct to call Tor a proxy, but not a VPN..
