BPIP is as accurate as it can be. The modlog is checked every ~2 minutes, but if it is a "temp" (temporary) ban, it does not get shown in the modlog, so BPIP will never officially know about it.
I don't really know myself if this user was temp banned or not, but it is safe to say this user has not been permanently auto-banned.
So what should I do now? I was hoping for a powerful discussion with this serious opponent.

who told you that he was banned? because BPIP(https://bpip.org/Profile?id=2118956) doesn't show that he is banned, but there is a possibility that his account is locked(because as far as I know, lBPIP doesn't show whether the account is locked or not).
