I think it is more some greedy bot-herder who wants the difficulty to go down so his crappy CPUs he "controls" can still mine something.

It could also be other pool operators (though I doubt it). It could be some botnet operators who just don't like bitcoin. It could be some one who is just trying to 'test' bitcoin.

In short there are a variety of people with a variety of reasons. Its not really worth worrying about too much as long as it is able to withstand disruption (a sign of bitcoin's resilience is a good thing).

Is it possible that its the governments are trying to stop the sites picking up as they know it'll be harder when things expand. Im merely speculating, but with all the bad press about how bitcoins could damage economies I really wouldnt be that surprised....
