You have a valid point there. I suppose the barometer for measuring coolness varies from person to person.
There is no one interpretation of what the word cool means.
the eu ruling banking cartel for example literarlly is extremly cool but extremly hated because of that because they don't take any measures to end migration.
the choice should be for presidents who promote peace, security, democracy, freedom for their people and employment for their people. A president who cuts the fundamental rights of his people, Is dictator, promotes torture, kidnapping, genocide is not a good president and unfortunately Africa is a leading continent in not having good presidents in my opinion because they are easily corrupted by power and money.
determining a country's leader certainly cannot be objective because politics influences we to elect him. actually it's easy to determine, if he twice served as president it means to be liked and obviously one of them is Barack Obama.

Aside from political views many President were "Cool." They have to, it's all an act to get votes. Bill Clinton was super cool and charismatic. Obama might just be the coolest President we've ever had. Trump, what you see is what you get. He's not an actor, speaks his mind, makes fun of others, etc. He's not going to win in the cool factor but he's genuine.
