It is not all but it is a surprising amount. This is why some signature campaigns don't even count that section which is sad as altcoins are very valid and fun but a lot of posts just end up being horrible there.
But we also have to look at the coins... truthfully there are some pretty crappy coins to that still get post's. Not every coin is good but many still get posts. So it is a issue many see I think best way to combat it is sig campaigns not paying for that area just like offtopic as it is full of not so great posts.
