Why 1MB or 20MB ? Proposal for dynamic blocksize limit

sort of same logic for the dynamic hash difficulty calculation?

proposal:
for period X,
if actual chance Q% (based on latest transactions in period X) to hit blocksize limit > Y%
then block size limit * 1.Z

( Z could be dependent on actual chance Q% )

Dynamic blocksize limits lead to interesting new attack vectors on the network and may be unnecessary and a act of supererogation.
Thats what I thought a dynamic size leaves us open to an attack that could potentially clog the network so much we had to fork off to continue normal operation.
