Just wait a little and you'll be able to post out of the Beginners&Help category.

He doesn't need to. There are no restrictions any more. You can post everywhere straight away.

Are the threads locked you are trying to post on? Most of the giveaways are if that's what you're trying to do.

You will be able to post outside this board, however you will
be considered a "newbie" until you've reached 30+ activity,
which will take 4 weeks (2x2 week periods, correct me if I'm wrong) of posting at least once per week.
The more activity you get, the fewer seconds you'll have to wait in-between posts, etc etc.
However, you should now be able to post wherever you want!

I posted 5 times and have logged more than 4 hours on bitcointalk....yet I still cannot post on other's threads(outside of the Beginners and Help category).

Does anyone know why this may be happening?
