Why are 30,000 troops stationed around and in the Capitol?
Because they've been rightly castigated for doing nothing, or next to nothing, last time. The issue now is that if the insurrectionists do persist with their armed uprising in an attempt to subvert democracy, then Trump will have yet more blood on his hands, possibly face conviction, and dramatically increase the chance of Republicans abandoning him when it comes to impeachment time.
Has this ever happened for any inauguration before? There's about 2 answers as to why.
1. Biden and others are expecting Trump supporters to riot to the tune of thousands or more. But why would they expect this if they hadn't screwed the people with election fraud?
2. Something big, like an invasion by China, is about to happen. Like Pearl Harbor all over again, but right on US soil. And this time it is a set-up Biden, who isn't even in office, yet.
1. They might expect it because Trump has screwed the people with his relentless lying, and has set one half of the country against the other. You can't cry 'election fraud' and then refuse to provide evidence. At least not convincingly.
2. Not sure how to respond to that one. Seems spectacularly unlikely—I might use the word fanciful—and utterly unrelated to what's happening at the moment.
