I'm guessing it's because Emanet's post was last edited a few minutes after the copypasta thread was created. So it's not possible to prove which came first. Do you have a prior archive of the original?
I thought when mods unsure about a report, it would stay unhandled instead of marked as bad report

If they're unsure how to handle - yes. But I think in this case they were sure how to handle it. Can't be proven as plagiarism - bad report. It doesn't really matter much other than affect marlboroza's percentage a little bit. There is now new proof and hopefully that will be enough.

Hm, on second thought, I maybe used whitepaper as reference to plagiarism, I am not really sure.

I was thinking, maybe mod thought I was reporting something which is very likely scam and scam is not moderated so that's why it was marked as bad  Undecided

Recently I reported this thread for plagiarism https://bitcointalksearch.org/topic/annmasternodes-che-guevara-x11-pow-masternode-powered-5093965 and report is marked bad:



If I recall, I linked this thread https://bitcointalksearch.org/topic/scam-che-guevara-coin-5094134 as reference, as you can see, even author is accusing them for stealing their content.
