I contacted the bot from help center and was told I was reported but I'm surprised because I only sent messages to ICO group I join and I just send when /what they asked for
may be there is a problem with your internet service provider, i also suffer from no service sometimes and then the solution is vpn, you can activate vpn and then telegram will work fine.

You might have been reported spam and that the reason you restricted.... Just search @spambot on telegram to know when the ban will be lifted....
did you spam in telegram if someone report you in telegram.you may be ban.you can using this @SpamBot check it using this.
