I agree with @3kpk3, not sure what OP is going on about. people have different strategies for trading, and you don't simply put your money into btc when it goes up or down, you put into consideration if you're selling your alts at a loss as well.

They are doing this perhaps because they want to take the opportunity to buy Bitcoin with their altcoins while the price of Bitcoin is still very cheap. That is also my strategy sometimes. When a certain altcoin that I am hodling is already gaining while Bitcoin is losing, that means my altcoin can actually buy a bigger amount of Bitcoin. Sometimes, that is too tempting for me that I tend to jump from altcoin to Bitcoin, and vice versa if needed.
The main reason they are all feeling panic and they are feeling worried if their portfolio will go down a lot in the future. This has already happened in so many times about there was a lot of people are feeling panic and then exchange all of their altcoins to the bitcoin and then dump it as fast as possible.

What are you going on about op? You cannot force investors to do what you want just because you don't like it. Investors can do whatever they want to with their money since they took the risk. This liquidity is good for the overall health of the market since you cannot always expect your portfolio to be in the green. Last year was different for cryptocurrencies and was a special year. Focus on your money instead of telling others what to do with their money.

But tether never goes up Huh I always put my funds on tether whenever tha trend becomes bearish.
Saving up your funds in form of tether is a another thing though, by owning tether is the same as owning dollar because the currency itself backed by dollar in ratio of 1:1 so can't consider it "saved in alts"
Actually, converting alt to bitcoin is just the same thing, so many altcoins right now are tied to the price of btc always following whether it's pumped and dumped, so yeah, pretty much useless.

No certain future for altcoins, there are only few altcoins that really good and use full.  Most of people are waiting to buy bitcoin at low price and sell it higher. The most important cryptocurrency is bitcoin so people are more like to buy bitcoin at low price rather than hold their funds in form of altcoins.

This logic never works when the prices stay depressed for more than 6 months, like what is happening now. Those with a shortage of funds will be forced to sell their alts, at whatever prices available.

agree with you also it is very difficult to sell and buy altcoins according to this trend so you can even make loss by trying to catch from loss because of decreasing bitcoin.
