This is absolutely normal. Most magazines which sell in different countries tailor their content to each market. American magazine Car and Driver has a Spanish, a Chinese and a Middle East edition. All with localized contents and covers.

Like, if you wanted to buy a house in Aswan, any advertising pointed at Americans or Europeans shows the house for sale by a realtor at a hundred times (greatly inflated) the cost that the seller would sell to a fellow Egyptian.

Nobody, not even Americans, reads Time magazine anymore so it doesn´t really matter. Was the operation sold for 50 cents or was it Newsweek, another useless rag ?
