An address is just a big number, so ... Yes. An address exists before it has any coins. The thing is that nobody cares about addresses with no coins, and there are far too many to keep track of, so only the ones in the block chain are tracked.

Huh I noticed on the version of blockchain for litecoin like lite explorer & such don't show that your wallet address exists (I printed a paperwallet  from coblee's github download of Liteaddress.org and made encrypted paper wallets) IS THIS NORMAL FOR LITECOIN ADDRESSES? How do I know if those addresses Im sending my litcoins to even exist if it shows on lite explorer that it doesn't exist? blockchain for bitcoins shows addresses even though they have a 0 balance and have never been used before? DO LITECOIN ADDRESSES ONLY SHOW WHEN THERE IS LITECOINS IN THEM?Huh will sending LTC to these paper wallets be sent to oblivion?? I really have to know,, thanks
