it's not really easy for community to manage and build a project, there must be a policy and decision markers, they can make policies and decision and then seek the community opinion, community project is like where everybody is talking and you know what that means.

Just like any other organizations, governments, or groups alike, every one of those needs a leader that would lead the group (in this case the project developer, the team, and the community itself) towards the betterment of the ICO and the project itself.

There are other possible ways of development. Community can hire developers.

Why you send millions to people who at least subjective?
