I think the latter makes a lot more sense, and much cuter.
Because it doesn't represent the word "doggie". It's a meme, spelt doge as opposed to dog, which turns the g soft.

I think they're not willing to be cute. It came from a meme and I'm pretty sure they weren't expecting to succeed this much.

About the pronunciation, even if it was called DOGGECOIN it wouldn't be pronounced as DOG-GECOIN.
Double G doesn't change anything.

The English language put letters that you don't pronounce at all, such as "thought", the G letter is totally silent.
