Yeah some icos tokens are priced high like $1 plus while some are priced low like 50 cents below. The more the supply of the coins or tokens, the higher the price. But it seems people prefer to buy the ones priced with cents coz they get more tokens

The main focus of the ICO is to raise funds for the project. Cheap price is the most effective way of attracting investors. An example of this will be pre-selling on estate. The purpose is the same but the only difference is that investors will get the coin from the ICO.

Because the price on the exchange shows the real price of the coin and also if the developers will be engaged in the development of the project then the coin's price will grow  Smiley

To raise funds for the project, ICOs initially offer the coins at a meager price. Also, if it priced high, investors will not be interested in buying the tokens, resulting in fewer funds. Hence, it is always wise to price the tokens at a low price, and as the project gains momentum and popularity, the value of the tokens will increase helping the investors and the company as well.
