Remember: The government in question can't even figure out the difference between a boy and a girl. Or the difference between an actual marriage and two (or three or ten) homosexuals pretending.

I think the issues raised are sporadic case. I mean no system is perfect and there is always flaws on any of it. Besides the government has a sole department focused on licensing alone. Besides that there are specific board per profession to actually guide and help out. But to privatize licensing has hurdles, remember the government also has ties with other governments for actual education and qualifications of professionals
