Yes i've used it before. 

No you shouldn't - its a horrible rate.

Yes you should transfer your USD to btc-e and buy bitcoins and then sell them on some other exchange (coinbase/campbx if you're in us) in order to get your USD back.

They are no longer allowing to withdraw previous balances via okpay either. I tried a few months ago, the transaction was pending for like a month, so then i emailed support and it was cancelled because they no longer support okpay.

I had deposited alot via okpay to gox.

CRAP! that must be why my request to top-up the card is stuck for 2 days...i wonder if they will cancel it and will i get my money back...

Today I've got the message when trying to top up my debit card within OKPay

OKPAY Card can not be funded using funds received from selling or exchanging crypto-currencies.

In order to top-up your OKPAY Card you need to withdraw remaining funds on your account balance and stop receiving / depositing funds from bitcoin exchange. Card top-up becomes available in 30 days thereafter.

Last May,  OKPAY announced it would stop processing transfers to bitcoin exchanges:

As a consequence, it has become impossible now to deposit funds from OKPay to Mt.Gox, and you can only withdraw any previously deposited balance (apparently in a special agreement with OKPay https://www.mtgox.com/pdf/20130528_okpay_statement.pdf ).

Despite this, transfers between OKPay and the BTC-e exchange appear unaffected and continue working without problem, and in both directions. Why?

OKPay statement is clear in that they stop working with all exchanges, not just MtGox. MtGox statement seems to imply that they are forced to stop working with OKPay. Anyone has a clue on why BTC-e is not doing the same?
