If this is a case for you then you can used the top time of your phone since the forum is always an hour late to your local time. That's if your time tells you 1pm then you should know forum time is 12pm, so you don't have to stress yourself refreshing page before getting the real time reflected to you, but however this is something that could always be a problems to you as I know for long before you make a post to submit you have preview to see the finishing point of you content before submitting gives you the time reflection. So when posting just preview your post then you get real time.

sometimes want to use the forum time
Easy fix: open the page in a private window, you'll see the forum time as "guest".

I think that the timing issue is important only for campaign managers to calculate posts within the current week or move them to the next week. Here, adjust your forum time to UTC time.

I guess that's Network Time Provider(Network provided Time)...
Network Time Protocol. Depending on how accurate your time is, your browser might be rejecting the certificates that sites are presenting to your computer. Eitherways, it is better and easier to just ensure that your own clock is synchronized.

Learning never stops!
I don't really know what OP wants with the time, do you read  or stay on a page for  hours??, each post you make will  have an attachment of the current timestamp and not the current  time you see on the forum before making the post, the time will only get updated on page reload and every action on this  forum comes with page reloading (excluding toggle Smiley)

If your local time is off, then just sync it using NTP. It shouldn't be off though.

While looked at the top right side where the forum time is located, then it was incomprehensive for me to match the forums current time with mine. Hence i know my local time is only 1 hour ahead of the forum time but then I had to refresh the forum before i could get the real matched time.
If your problem is the time on your computer is one hour behind the forum time, always like this, it means you use the forum default time setting and you need to customize it to your local time zone.

Use this link

You will see
Quote
Time Format:
The format here will be used to show dates throughout this forum.

Time Offset:
Number of hours to +/- to make displayed time equal to your local time.
   (auto detect)
Current forum time: ....
If at the Time Offset box, you see it is 0, it means the issue is confirmed and you need to customize the figure to 1 like TryNinja guided you. If you are not from Nigeria, customize the figure to another number, depends on your time zone compares to UTC+0.

Another possible problem is you are in the forum for 1 hour, and don't open any new page, thread so the time information is not updated. I really don't think it is your problem. Being on the forum for 1 hour and don't do anything has less chance to happen.

It is a static object, literally only shows when the page is requested and loaded and is not supposed to be used as a reference. I'd imagine that this isn't too big on the priority, if you need an accurate time then just look at the time on your computer. You can use JS for this, with setinterval such that it refreshes every second with date attribute. This doesn't really make too much sense though since everything on this forum is static.

If your local time is off, then just sync it using NTP. It shouldn't be off though.

I don't think this is big deal that requires an update, refreshing the page will solve it or just look to your clock, analog or digital and thinks to add +1hr since your are in UTC+1 area.

The forum does not automatically update the time shown on the upper right side of the forum. To update the time is you have to refresh the forum then the time will be updated. For me, how I know the time in the forum is to add hours to the time on my local zone so that I'll know what time it is in the forum. Let's say the forum time is 9:36 PM and my local time is 12:36 AM so I'll deduct 3 hours and use PM instead of AM. Anyway, that's not my local time but that's what I do to in order to know the time and date in the forum.

So I was suggesting if the forum timing could be programmed on a cybernetic other by which the "seconds in time counts"  is automated to automatically revalidate the Minutes and the hours in updating the forum time without refreshing the forum before getting the forums current or time.
That isn't a bad suggestion but I don't think that such feature is needed at all. Most of us always look at the hours and sometimes at minutes and that's why I think such feature is unnecessary.

I believe it could be done easily with JavaScript by a good programmer or someone like TryNinja could make a Tampermonkey script that work without adding any burden on this forum.

Except you spend an insane amount of time on a page, it will be very easy to match the forum time to your local time and use that to know the exact minute/seconds at anytime.

Having the software update the timelog constantly seems like too much work for something that doesn't exactly change how the forum is used. It's much easier to fix your device time if that is wrong.

You can change the timezone the forum shows up on your settings (check Time Offset): https://bitcointalk.org/index.php?action=profile;sa=theme

Seems like you're from Nigeria? So that would be UTC+1 (add 1 on the Time Offset field).

You know already that nothing update automatically on this forum. You will have to refresh before you can get the update like the forum time and posts. Just always refresh and see what you want. I did not see this as an issue or any problems and I have not thought about this before, just because it is not necessary.

So it seems an unusual obsession about the forum time for me today.
After a post i made today, I was attracted to check the time I made the post through the forum time. While looked at the top right side where the forum time is located, then it was incomprehensive for me to match the forums current time with mine. Hence i know my local time is only 1 hour ahead of the forum time but then I had to refresh the forum before i could get the real matched time.

Believing that some of us whose time zones ain't the same with the forum time might sometimes want to use the forum time to monitor our activities especially when our devices local time is incorrect or probably just convenient using the forum time for navigation.
So I was suggesting if the forum timing could be programmed on a cybernetic other by which the "seconds in time counts"  is automated to automatically revalidate the Minutes and the hours in updating the forum time without refreshing the forum before getting the forums current or time.
