Currently, the Chinese and Korean countries are forbidden to ico because of the safety of their people because most of the ico scams.

I guess it's because their governments want to stay in control of their citizens' transactions. And it's very difficult when people use cryptos instead of traditional banks.

And US citizens are blocked by many ico-s because US regulations are to strict and complicated. So it's easier for ico-s to forbid US citizens then to fit all their requirements.

There are some laws not allowing some citizens to join token sales by funding them with crypto Money or fiat Money. That's the reason. If the projects let them join, they have serious problems and they face with courts.

They have much stricter regulation in those countries, they have to comply with the SEC and often it's easier and better for ICOs not to do such a thing. It saves them a lot of legal expense and complications.

SEC tried to consider ico as security and high risk potential investment for their investors. That's why majority of icos are not accepted the ico participant from US. China and singapore has similar case with it.
All of them are consideing about ico just security token to the investors.

Yes, this concept is a "security token" now at everyone's ears. Some coins that were in the top 50 on exchanges are removed because of this, completely. Under these sanctions are good projects too. I do not understand what SEC is trying to achieve. If people want to buy tokens, they turn to traders from other countries for help, and this is an even greater risk of being deceived.

Because of SEC regulations. Have a look on the .gov website.

You can always bypass these but it is at your own risk as you have to state you are not a US citizen. I wouldn't advise it but you can't stop someone doing it.

Down to regulations, there are also some regulations in regards to China and Singapore so don't worry too much.

I think eventually there will be regulations all over the world. You are welcome to ignore them but you run the risk of if it goes wrong losing your money as you have no legal stand point at all.

Due to US regulations from the SEC.

You can read all about their rules and regulations on their gov website, but basically it is easier and less complicated for ICO's to put up a terms and conditions stating you are not a US citizen.

If you still choose to invest it is at your own risk rather than the ICO's. I am sure there are still plenty of ICO's that have been invested into by Americans as it hard to know where someone is from.

Does it mean that if the ICO prohobits citizen in US it is a scam? I dont think. Maybe there are rules that a certain ICO cannot comply but not a total scam.
Maybe US citizens are not serious to invest, they just make fud and make other investors run.
this is not a good sign for ICO progress in the United States.

ICO is very close to crowdfunding, you know. And almost all ICO projects are startups. We know that not many startups becomes a big thing like Google, FaceBook, like Apple for example and etc. So there is a big probability of fuckup. And in that case, if the project overtook the fiasco, team is commited to refund money to investors from the above-mentioned countries. Who want this hemorrhoids?

You should go thank your government for that. They know much better than you what you should and shouldn't do with your money and they decided that ICOs are too risky for you. Soon they will decide that cryptos are also too risky for you and you're f**ked. Only "certified investors" i.e. the bankers are allowed to get profits from the newly emerging tech and startups.

It is due to the SEC regulations of the US.

This is due to regulations of the concerned authorities of this countries. They are strict rules which ico that doesn't want to land in trouble will avoid to go against.
